Interim Measures for Administration of Credentials Verification of Health Professionals Working Abroad
Article 1. In accordance with Licensed Doctors Law of the People’s Republic of China and Measures of the People’s Republic of China for Administration of Nurses, the measures here are enacted for the purpose of promoting the administration of Chinese health professionals who are practicing abroad and protecting their legal rights and interests.
Article 2. Health Professionals’ Credentials Verification Center (hereafter referred to as HPCVC) is authorized to provide the credentials verification services.
Article 3. The
measures are applicable to
(1) the credentials verification of Chinese doctors who are practicing abroad ;
(2) the credentials verification of Chinese nurses who are practicing abroad.
Article 4. All
applicants must submit the following materials to HPCVC:
(1) a completed application form;
(2) 1 passport-type photographs taken recently;
(3) a photocopy of the applicant’s Chinese citizen ID card;
(4) the Qualification Certificate and the License
Certificate of a doctor--one photocopy of each certificate; or the License
Certificate of a nurse--one photocopy.
Article 5. An applicant can delegate application to a third party, and must provide a signed authorization letter.
Article 6. Within 5 working days from the date of receiving the completed application materials, HPCVC will notify the applicant whether or not the application being accepted and give explanations should the application being rejected.
Article 7. Within 20 working days from the date of receiving the application materials, HPCVC will complete the verification process.
Article 8. HPCVC will issue Verification Certificate to eligible applicants whose credentials are proved to be authentic and correct.
Article 9. If the application is rejected, HPCVC will notify the applicant or the delegated third party and send back all the application materials.
Article 10. If the original certificate is lost, the certificate holder should complete a re-issue application form and provide identification documents. HPCVC will reissue a new certificate to the certificate holder.
Article 11. If any part of the application materials is found and confirmed to be forged, the application will be rejected.
Article 12. If the verification certificate is obtained illegitimately, it will be revoked.
Article 13. If there is any disagreement about the verification result, an applicant can submit inquiry to HPCVC. And HPCVC will reply the applicant within 10 working days from the date of receiving the inquiry.
Article 14. HPCVC will establish a database of the verified applicants. Information security and privacy protection are executed in accordance with relevant state provisions.
Article 15. Credentials verification requests from foreign governments, institutions and organizations should be conducted in accordance with the related articles in the measures.
Article 16. The Verification Certificates are to be uniformly printed by Ministry of Health, P. R. China and administrated by HPCVC.
Article 17. The Verification Certificates are only applicable for those who are working outside of mainland China.
Article 18. The verification fee should be set complying with the standards made by the nation’s commodity price department.
Article 19. The measures are also applicable to mainland doctors and nurses who are practicing in Hong Kong, Macao and Taiwan region.
Article 20. The interpretation party of the measures shall be the MOH, P .R. China.
Article 21. The measures come into force as from the date of promulgation.
